Hurricane Sally Impact Update

In response to growing concerns of those traveling to areas covered by EmeraldCoastByOwner.com, we are attempting to share the most recent information about Hurricane Sally closures and safety precautions.

 

Baldwin County, AL:

(Gulf Shores, Orange Beach)

 

CURFEWS:

SPANISH FORT: The City Council of the City of Spanish Fort has imposed a curfew in the corporate limits of the City of Spanish Fort, Alabama. The curfew shall be from 8:00 p.m. to 6:00 a.m., beginning on Wednesday, September 16, 2020, and shall continue thereafter until lifted. In the event that the curfew is no longer needed, in the discretion of the Mayor, after consultation with the Chief of Police, the Mayor is hereby granted the authority to lift the curfew.

 

BAY MINETTE: The city of Bay Minette has imposed a curfew from 8 p.m. to 6 a.m. until further notice.

 

BALDWIN COUNTY: Baldwin County Sheriff Hoss Mack has imposed a curfew for the unincorporated areas in Baldwin County tonight from 8 p.m. to 6 a.m. Thursday due to down power lines, impassible roads and flooding. Everyone should stay off the roadways to allow public safety and utility companies to conduct their operations.

 

FAIRHOPE: The City of Fairhope is putting a curfew in place effective starting tonight, Sept. 16, at 6 p.m.

 

GULF SHORES: The city’s curfew has been extended until further notice. Multiple streets are blocked with trees and debris. Officials say unless you are having an emergency to stay home and off the roads.

 

MOBILE: The City of Mobile has implemented a city-wide curfew effective tonight. 7 p.m. til 6 a.m.

 

POWER OUTAGES:

Baldwin EMC announced it has approximately 78,146 members experiencing power outages due to Hurricane Sally. Employees of Baldwin EMC are working diligently to restore power as safely and quickly as possible. However, due to the widespread damage, the company does expect extended outages.

North of Interstate 10: 6,623 members without power

Between Interstate 10 and U.S. Highway 98 going east/west: 19,081 members without power

South of U.S. Highway 98: 52,442 members without power

 

 

BOIL WATER ADVISORY:

There is a boil water advisory for the entire area. Bring water to a rapid boil for at least two minutes to make potable.

 

 

ROAD CLOSURES:

Officials say the WC Holmes Bridge, located on Highway 59 crossing the Intracoastal Waterway, will remain closed for entry into Gulf Shores until further notice. Residents and property owners living south of the Intracoastal Waterway will be able to cross with a valid Hurricane Re-Entry Pass. Contractors will also be granted access with a current Contractor Re-Entry Pass. These passes are available for pick up or purchase at City Hall during regular business hours, 8 a.m. – 5 p.m. Monday through Friday.

Gulf Power says its crews of over 7,000 people are working east to west to restore power. Over 200,000 outages remain.

 

Escambia County, FL:

CURFEWS:

***CURFEW FOR ESCAMBIA COUNTY, INCLUDING THE CITY OF PENSACOLA***

Curfew will be from 7PM-6AM

Curfew will be over the next 72 hours

We will re-evaluate after the 72 hours

Only essential workers will be exempt.

 

Out-of-town Pensacola Beach and Perdido Key property owners should wait to check on their properties due to the following:

There is limited access to the barrier islands due to road and bridge conditions;

There is limited power and water to the islands;

Very few stores or retail establishments are open.

Rest assured law enforcement is patrolling the areas.

 

Home Depot and Lowe’s are now open until 7 p.m

Target stores are opening until 7 p.m. (They will only have dry food items)

Publix stores are starting to re-open (The status of food available is unknown)

ROAD CLOSURES:

The Garcon Point Bridge on State Road (S.R.) 281 in Santa Rosa County is closed until further notice to allow Florida Department of Transportation (FDOT) inspectors to assess damage to the structure. Due to the closure of the Pensacola Bay Bridge and the Garcon Point Bridge, motorists should utilize S.R. 87 as an alternate route. FDOT’s priority is to ensure the safety of the traveling public and will re-open the facilities only when they are deemed safe.

S.R. 281 (Avalon Blvd) is closed between I-10 and Carroll Road due to flooding.

Eastbound U.S. 98 from Pier Road to Palmetto Street is closed due to flooding.

Westbound U.S. 98 at Woodland Park Lane is closed due to flooding

Okaloosa Island (Island… Not County) is currently under a precautionary boil water advisory following water line damage yesterday from the Brooks Bridge accident.

BOIL WATER ADVISORY:

DOH-Walton recommends ONE of the following:

Boil tap water and hold it at a rolling boil for at least one minute. Let it cool before using it for drinking, brushing teeth, washing food, cooking, or washing dishes.

Disinfect tap water by adding eight drops of plain, unscented household bleach (four to six percent strength), which is about one eighth teaspoon or a dime sized puddle, per gallon of water. If a higher strength bleach is used (8.25% strength), only add seven drops of bleach. Mix the solution and let it stand for 30 minutes. If the water is cloudy after 30 minutes, repeat the procedure one time.

Note: Use a container that has a cap or cover for disinfecting and storing water for drinking. This will prevent contamination. In addition, containers for water should be rinsed with a bleach solution of one tablespoon bleach per gallon of water before reusing them.

Use commercially available bottled water, especially for mixing baby formula.

Alert for All Private Well Owners in Flooded Areas

The Florida Department of Health in Walton County (DOH-Walton) advises residents living in homes with private wells affected by flood waters to take precautions against disease-causing organisms that may make their water unsafe to drink.

 

Disinfect your private well using the procedures available from DOH-Walton or visit the Florida Department of Health website: FloridaHealth.gov/environmental-health/private-well-testing/index.html. You may also visit the U.S. Environmental Protection Agency’s (US EPA) website for instructions: water.epa.gov/drink/info/well/whatdo.cfm.

 

To find out if your water is safe, have it tested by a certified laboratory for coliform bacteria. To find a certified laboratory, visit the following website: fldeploc.dep.state.fl.us/aams/index.asp

 

ROAD CLOSURES:

I-10 and Highway 90 are shut down at exit 70 in Mossy Head west into Okaloosa County due to expected flooding of the Shoal River. Traffic is being rerouted down Highway 285 at this time.

CRESTVIEW: In response to street flooding and potential infrastructure damage due to Hurricane Sally, the city of Crestview has enacted a state of emergency and curfew. The curfew is effective as of 9 p.m. tonight and lasts until 6 a.m.

BOIL WATER ADVISORY:

We are not aware of any current boil water advisories in Bay County.

 

The City of Mexico Beach is reporting a release of 24,000 gallons of raw sewage. This is due to flooding from Hurricane Sally that caused the release from a lift station at 120 Canal Parkway in Mexico Beach. The release did enter storm drains that discharge into a nearby canal.

The Florida Department of Health in Bay County (DOH-Bay) advises against swimming in Mexico Beach from a half mile west of Canal Parkway to 34th Street until further notice. The City of Mexico Beach will test the water and share results with the Florida Department of Environmental Protection and the Bay County Health Department. Once levels are safe, the advisory will be lifted.

STONE MILL CREEK: The bridge on South Diana St CLOSED due to high floodwaters.

Floodwaters continue to rise on Stone Mill Creek and have reached the top of the bridge.  Due to safety concerns and the potential the bridge might become compromised due to flooding, the bridge on South Diana Street is CLOSED!

Do Not Drive Cars Through Flooded Ares - TURN AROUND……DON’T DROWN. 

 

Recent heavy rainfall and runoff North of us from Hurricane Sally is entering the Florida Panhandle river systems and will cause them to rise rather significantly and rapidly over the next couple days and into next week.  This office will be monitoring ALL RIVERS in Franklin County very closely over the next week.

If you live directly on the river’s edge, or if your home or camp site is subject to flooding due to River flooding along ANY RIVER in Franklin County, be extremely vigilant during the next couple of days as water starts to flow down the river from the North.

Residents in and near the area should continue to monitor later forecasts and be alert for possible flood waters.

Residents living in areas prone to flooding should be prepared to act should flooding develop.

Precautionary Measures to protect life and property should be taken TODAY or TOMORROW AT THE LATEST.  These include securing yard items including boats and vehicles. 

Some locations along the rivers will become inaccessible.  If you decide to shelter in place, be sure to prepare for all essential needs including food, water, medication, pet needs, etc. 

 

Sandbag locations are open today in Franklin County.
